About

The Asset Coalition Toolkit for States (ACTS) is an independent website containing tools and resources that leverage information sharing among state coalitions in the asset-building field. Asset-building is an anti-poverty strategy that advances economic opportunity by facilitating the development of personal and financial assets for low-income individuals and families. Assets include, but are not limited to, a savings account, post-secondary education, access to quality health care, and ownership of a home or small business.

Asset coalitions across the country are testing and implementing innovative programs and legislative policies in their respective states. ACTS facilitates these efforts by providing a forum for coalitions to share information on best practices and recent innovations in the asset building field. Coalitions can use the resources on the ACTS website as a guide for forming and managing a state coalition and advocating for policy changes on the federal and state level.

Among the materials on the ACTS website, emerging and established asset-building coalitions will find:

  • Coalition administration and management tools
  • Policy and advocacy resources
  • Links to other state and local asset coalitions
  • A list of experts, funders and policy partners in the asset building field
  • An on-going opportunity to participate in the development of ACTS through document submissions and coalition updates
  • An online assessment guide to direct coalitions to documents specific to their needs
  • Recent news concerning important asset policies and legislation

We encourage you to browse for information pertinent to the needs of your coalition, support the development of other coalitions by submitting informative documents to ACTS, leave comments, and share the resources on this site with others.

ACTS is administered by the Sargent Shriver National Center on Poverty Law’s Community Investment Unit with support from the Levi Straus Foundation and the Friedman Family Foundation.
